The purpose of this assignment is to design, develop, and operationalize a centralized online-based Knowledge Management System (KMS) for Rupantar that enables efficient management of Monitoring, Evaluation, Accountability, and Learning (MEAL) data, reports, documents, and organizational knowledge resources.

The preliminary requirement analysis confirms the need for a centralized, secure, and scalable Knowledge Management System that integrates MEAL data management, document repositories, reporting dashboards, and organizational learning within a single digital platform. The proposed KMS will significantly improve information management, reporting efficiency, collaboration, institutional memory, and evidence-based decision-making across Rupantar's programmes. Through stakeholder engagement, systematic requirement analysis, and user-centered system design, the consultancy team will deliver a sustainable digital solution that supports organizational growth, donor compliance, and long-term knowledge management objectives. This report marks the successful completion of the inception phase and provides the strategic foundation for the design, development, and implementation of the Knowledge Management System.
